The draft Environmental Impact Statement (EIS) for the proposed marine container terminal at the Charleston Naval Complex will be published in the Federal Register on October 21, 2005. The public will have the opportunity to comment on the draft EIS during the following 60 days (until December 19, 2005).
On October 17, 2005, the U.S. Army Corps of Engineers, Charleston District (Corps) will post the draft EIS on the project website, www.PortEIS.com. During the next couple days, the document will be made available for viewing at several public locations. For a list of those locations, click here(PDF 125KB).
The Corps encourages the public to submit comments on the draft EIS during the public comment period (from October 17, 2005 until December 19, 2005). The methods by which the public may comment include:

The public can also submit comments at the Public Hearing the Corps will be hosting on November 17, 2005. The Public Hearing will be held at the North Charleston Performing Arts Center from 5:00 p.m. until 9:00 p.m. For more information about the public hearing, click here.
