Neighborhood Associations Information Meeting

March 31, 2004

The United States Army Corps of Engineers, Charleston District (Corps), invites the City of North Charleston Neighborhood Association Presidents to an information meeting regarding the South Carolina State Ports Authority’s (SCSPA) proposed marine container terminal at the Charleston Naval Complex (CNC). The meeting will be held on April 13, 2004 at 7:00 PM at the City of North Charleston City Hall, 1st Floor Conference Room (formally the courtroom).

The purpose of this information meeting is to inform residents of North Charleston, especially those living near the CNC, about the proposed project and how those residents can contribute to the Corps’ efforts to evaluate the proposed project. Specifically, the Corps would like comments from the public expressing any concerns the construction and operation of the proposed marine container terminal may have on YOU, your COMMUNITY, and/or the ENVIRONMENT.

The collection of public comments is part of the “scoping process”. The scoping process is an early step in the EIS development process outlined in the National Environmental Policy Act (NEPA) of 1969. As part of the scoping process, the Corps requests comments from all interested parties on the available alternatives and potential impacts from the proposed project. All comments received during the scoping process will be used to determine what studies and evaluations the Corps should perform in order to evaluate the permit application and include in an Environmental Impact Statement (EIS).
