Approximately 100
people attended the
U.S. Army Corps of
Engineers’ Public
Scoping Meeting at
Sterett Hall on
March 16, 2004.
The purpose of the
scoping meeting was
to gather input from
the public on the
scope of the issues
to be addressed in
the Environmental
Impact Statement (EIS)
the Corps is
preparing for the
South Carolina State
Ports Authority’s (SCSPA)
permit application
for the proposed
marine container
terminal at the
Charleston Naval
Complex (CNC).
“The scoping meeting
was not the only
opportunity for the
public to provide
input,” said Tracy
Hurst, Corps’
project manger of
the EIS. “The public
can continue to
provide comments to
the Corps on the
scoping process
until April 15
through either our
website,
www.PortEIS.com,
our hotline,
971-7970, or by
sending written
comment to me at
U.S. Army Corps of
Engineers,
Charleston District,
69A Hagood Avenue,
Charleston, S.C.
29403.”
“The Corps is
committed to
following the NEPA
(National
Environmental Policy
Act) process to
ensure that the EIS
(Environmental
Impact Statement)
contains a full and
fair assessment and
analysis of the
significant
environmental
impacts of the State
Ports Authority’s
proposed project and
reasonable
alternatives. We
understand and
appreciate the need
for an expedited
process and will
accommodate that if
possible. However,
at no time will we
jeopardize the NEPA
process for any
reason,” said Hurst.
